Question
After creating a project, files are segmented. When I open them in Browser Workbench (or a translator exports them as WSXZ package and opens the package in SDL Trados Studio), I can see that some segments are missing. In the example below, the first segment is #2 and the one after that is #4. Why is this happening?

Answer
This behavior indicates that you have used old Idiom Legacy filters to segment your file. These filters are deprecated, but they might still be present some WorldServer environment that have been around for many years. These filters were in user over 10 years ago and are no longer supported. This article is about these filters:

Are Idiom Legacy Filters still supported in SDL WorldServer and how do I recognize these filters, if present in my WorldServer environment?

Idiom Legacy Filters are not present in newer WorldServer environments. They have been replaced by File Types.

Idiom legacy Filters have a different segment numbering logic. Content that is not exposed for translation will be set in markup and will be given an internal segment ID which remains hidden. That is why you do not see consecutive numbering of segments. It is normal behavior when using these filters. In Browser Workbench, if you select the option "Show Markup", you will see that content that is not exposed for translation and you will notice that it is associated with a segment number. That is the number that you do not see in the normal view. Following the example above, here is how segment 1 displays with Markup View:
