WorldServer target files are not displayed in Viewer with error 'Content cannot be previewed until translations are saved'

When opening an asset in the Viewer, I cannot see the content of the target file. This error appears:

The asset does not exist. It may not have been created, or it may have been deleted.

or

Content cannot be previewed until translations are saved

This behaviour is per design and to be expected. A target file can only be viewed if it has been created by a Save or Save target step in the Workflow or a manual Save in Browser Workbench.
