XPP: Background Processing service fails to start with event ID 2000 bgquer [1884] in Windows Event viewer

Symptoms/Context

The bgquer service is failing to start on Windows with event ID 2000 and the following detail:
bgquer[1884] Cannot change to '\\servername\XPP\xz/sys/spool/bgq'

Resolution

Commands that can be used to troubleshoot/resolve this issue:

At an Admin command prompt, run the command:
```
bgquer -debug -nofork -D 6
```
Notice what that returns to see if there is a hint about what is going on
Check to see if the Background Processing service is running
If it is running and there are no messages things should be working as expected
If not:

From an Admin command prompt, run this command:

bgcommand -shutdown

Go to $xz/sys/spool/bgq and remove all *e, *l, and *q files but not the qlist file
At an Admin Command Prompt, run the command:
```
bgquer -debug -nofork -D 6
```
