"Cannot connect to license server. Check that you have entered the correct license server name and that you have network access" in Trados Studio or Passolo

Symptoms/Context

When trying to license Trados Studio or Passolo, using a license server the following message is displayed:

Cannot connect to the license server. Check that you have entered the correct license server name and that you have network access. 
Error details: No connection to [name of the server]

You may also receive one of the following error messages when attempting to connect:

Cannot connect to the license server. Please check that you have entered the correct license server name and have network access.
Error Details: The license server is not responding. Please check your network connection.
(Support reference: NoNetworkConnection -310)

Cannot connect to the license server. An error occurred while requesting a license. Click Retry to try again.

Resolution
 

Workaround: Revert NetBIOS communication behavior outside of the local subnet

To work around the issue, you can revert Window's behavior to the status before the installation of update KB3161949 according to Microsoft's KB article (see below for detailed steps).

Important: Before continuing with the resolution to the problem, first make a backup of your Windows registry, because unwanted changes cannot be made undone and may permanently harm your machine. Refer to this Microsoft KB article for further information.

NOTE: SDL does not take responsibility for possible security vulnerabilities caused by applying the below steps. If you or your IT have security concerns, refer to the section below this workaround.

On all machines where Trados Studio, Passolo or the License Server Manager (license server) is installed:

  1. Press keyboard shortcut [Windows key + R] to open the Run dialog.
  2. Type regedit and click OK.
  3. Go to the following registry key: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\NetBT\Parameters
  4. Right-click on the right hand side and select New > DWORD (32-bit) Value.
  5. Name the new entry AllowNBToInternet and confirm.
  6. Double-click the the new AllowNBToInternet entry.
  7. Type 1 in the Value Data field and confirm.
  8. Restart your computer/server.
