DXA 'Publish Settings' fails to publish - 'Value cannot be null. Parameter name: schema'

Scope/Environment
SDL Web\Tridion with DXA
Symptoms/Context
Publishing 'Publish Settings' failed with the following error message:
Publish_Settings_Failed
 
Resolution

Solution: Add Publication Metadata to parent publications and add 'multisite-master' to the main publication. 
Root Cause
The Publication Metadata Schema 'Publication Metadata' was missing from the parent publications.
