Installing License Server Manager 17.0.134 in offline environment

Scope/Environment
License Server Manager 17.0.134
Symptoms/Context
You want to install the License Server Manager 17.0.134 in an offline environment and the installation fails when the installer attempt to download Microsoft .NET 4.8
Resolution
1.Go to C:\ProgramData\Package Cache\{80BA3551-D091-4B23-BED7-3811ADE79606}v17.0.134 ( just paste the path in Windows File Explorer and hit Enter)
2. Double click on the LicenseManager.msi 
3. Go to C:\ProgramData\Package Cache\{949CAEC7-421B-4CA2-9DA5-E37C53A703C1}v10.0.0  (just paste the path in Windows File Explorer and hit Enter)
4. Double click on Sentinel RMS License Manager 10.0.0.msi 

The License Server Manager is now installed.
Root Cause
The automatic installer of the License Server Manager 17.0.134 can't connect to Microsoft to download Microsoft .NET 4.8
