Tridion Sites 9.1/9.5: Translated content is not checked into target publication depending on the source and if the items is in workflow

Scope/Environment
Tridion Sites 9.1/9.5, Translation Manager, TMS/World Server
Symptoms/Context
You have a simple blueprint in Tridion Sites 9.1/9.5 as such:

020 Content
030 Content 2
040 Target content

You have an item in workflow at 020 and send the minor version to translation from 020.   The target is 040 and the translation completes and checks in the translated content into 040.  Then localize the item in 030.  Put that item in workflow and send the minor version to translate again.  The translation will complete but the translated content is not checked into 040 as it should be.
Resolution
A hotfix is available to fix this issue in Tridion Sites 9.1  and Tridion Sites 9.5: TM_9.1.0.30287 and TM_9.5.0.30287.   It is available via FTP as per:

Root Cause
Defect in determining the outdated translation.  Was using SourceLastModified rather than version.
