Tridion Docs - Adding a Translation Job Template does not show up

Scope/Environment
Content Manager
Symptoms/Context
The customer is trying to add a new template to appear in the drop-down list on the Translation Job in Tridion, but it is not showing. The templates aren't stored in the TranslationOrganizer.exe.config nor can I find any templates in the "List of Values"
Resolution
The issue was that the source locale in the project type was not set as English (US) UTF16. Previously, it was only set as English (US).
