After increasing the CPU count on LWE 8.6.3 to 32 CPUs on the Controller host, the services keep restarting almost every 1minute.

A new patch fixing ets-api-gateway.exe provided for LWE 8.6.4

This patch fixes a rare crash that occurs while attempting to index an empty cpuInfo slice.
This can occur when the host-agent errors retrieving the cpu info and returns an empty slice.

Steps to update - on the Controller host:

• Stop the Edge Service
• Extract the zip and replace the "C:\Program Files\SDL\SDL ETS\bin\ets-api-gateway.exe" binary
• Make a backup copy of the original "C:\Program Files\SDL\SDL ETS\bin\ets-api-gateway.exe" in case they need to revert.
• Start the Edge service

Note: This patch should only be applied to Edge 8.6.4
